[Newbies] JPEGReadWriter2

Hi,
I'm using JPEGReadWriter2 which comment says:
"... I require the VM plugin JPEGReadWriter2Plugin, which is typically
stored in same directory as the Squeak virtual machine."

I'm using Squeak3.8-current-win-full.zip and there is no "plugin" in
the squeak VM directory.
JPEGReadWriter2 still works and I'm wondering, if:

- Is the plugin compiled into the squeak vm?
But 'Smalltalk listLoadedModules' results in:

There is no JPEGReadWriter2Plugin.

- JPEGReadWriter2 doesn't actually use the plugin and has a fallback
implementation to JPEGReadWriter?

- Where do I find plugins?
