Technically yes.  However this is under the authority of the current
release team and, although I suspect you are correct that it needs to be
changed, they may have some reason for leaving it this way.  I'm sending
this to the release team and in the future any FTP site issues that
relate to release directories should probably be sent to the release
team.  (Although Cc'ing box-admins might not be a bad idea.)
