[Box-Admins] Please add Spoon project to bugs.squeak.org

I'd think that nowadays you could have it permanently? Not sure. 

Anyway, I added the Spoon project as sub-project of Squeak. This makes it inherit the user rights, I think. We could also make it a top-level project if you prefer that, Craig?
