[Box-Admins] [Board] Change the description of vm-dev?

[David T. Lewis]

It is meant to sound a bit generic, after all there are various other VM
related projects that get discussed from time to time :-)

And I did ask the same question to Eliot, who said he preferred the "Open
Smalltalk" terminology.
