[Elections] Test election started

I just created a test election on CIVS, named "Programming Languages Poll".
I signed everyone on the elections list up as voters.  Hope you all don't
mind :)

Peter - I couldn't figure out how to specify the completion rule.  So
although the election invitation will say that it's using CIVS Ranked-Pair,
I'm not sure that's the case...
