[Elections] Time to get back to work!

It's that time again.  I'm not the team leader but I'm going to take it
upon myself to poke him (poke poke Goran).  We need to start preping for
the 2009 Leadership elections.

First up we need to talk about how we go about vetting new voters.  We
no longer have Squeak People.  I still have the voting list though so we
are fine as far as people who have voted in the past.  We do need to
send out something to check mailing addresses though.

As far as I see it we don't need much to vette voters.  Let's just post
the eligibility list somewhere and ask anyone not on it to email
squeak-dev and ask for eligibility.  If we don't recognize them then we
can ask on the list for someone to speak up for them.  This could take
sometime though so we should get started.  I'm up for other solutions
but we don't have too much time at this point.
