I meant assumption in methods like ascii and edit on file streams. I found 24 
senders in etoys4-dev image that assume that files being imported are in ASCII 
encoding. 

Paste text is treated as UTF-8 but a dropped file is treated as ASCII. This is 
inconsistent.
