Hello,

I think the most important question is to make an effort to bring the
method of storing information to international standards
(http://www.imsglobal.org/),  all other questions is less important. 
The education authorities are spending money with servers of educational
resources, servers where teachers can find any kind of materials for
their classrooms, made with different software tools, but where not
eligible for a standard storage system involves not appear.
