Yes, it is intentional. Nested projects do not work well. In Sugar they do not work at all, so we have not shown the "new project" button there for quite a while already. I think it is better to not have it at all on any platform until it is well-supported on all platforms.

The preferred way to create a project is using the cloud in the home screen. It is still possible (though somewhat inconvenient) to create a nested project via the source menu.

I just posted an update to rebuild the nav bar so everyone sees the same. I also made the existing "showAdvancedNavigatorButtons" preference toggle the 'new project' button, so people who need this can bring it back.
