Separate localizaed QuickGuide contents

Etoys installation currently has only one set of QuickGuide contents 
and that is shared by all of locales.
But it would make sense to have separated contents directory for each language,
say Contents/Resources/QuickGuides/$LANG.  System could fallback to default one
if there isn't localized version for the language.

Size of current contents is about 4MB so packaging them for all language might not be 
impractical.  But if we define how system looks up localized version,
customization could be easily deployed/packaged.
