Now I understand ... I'm thinking that a top-level menu with two states of a toggle is overkill, and removes the easy benefit of being able to simply toggle between then, especially in a browser plugin.

Two clicks to toggle versus one click to toggle.

Couldn't the user find out what it does by hovering over it with a mouse.

Also, the icon is very indicative of its function already.
