Start up project can't be opened on Japanese Win32

Etoys starts and tries to open project double-clicking a *.pr file.
But it fail if Etoys runs on Japanese Windows and the project has Japanese name,
because recent Win32 VMs (3.10.*) use UTF8 as internal string and pass start up project name in UTF8, but #startUpAfterLogin tries to decode as shift-JIS.
