I found the case to be more specific:

When a bunch of morphs are selected and dragged to trash the TrashCan does not open.

To reproduce:
Hold down shift and left click and drag over a few morphs.
Drag the selected morphs to the trash can by clicking on one of the selected morphs.
Try to get them into the trash can... 

If you move the selection by clicking inbetween the selected morphs the TrashCan opens.
