Yes, the copy-your-own-but-make-it-new scenerio (aka "URI save as") is currently impossible.  I'll bring it up at the software meet today.  Also, not that remixes from one account to another work fine, even with the same name.

As for the "make public" and cannot see it when logged out, that's as designed ... public projects need to wait for the first ballot vote before they're public (it's a moderation thing).   There was a significant logjam which is now cleared.
