Make index page of QuickGuides translatable/customizable

We can translate *.sexp.gz for each article but cannot index page that is delivered in-image (maybe for performance optimization?).  We need provide some way to translate it.

And if the index is customizable deployment could make use of it.  
An example of extreme usage is to add special guide category to provide examples of pre-build sketch like scratch.
