If someone does this:

1) click through ballot email

2) view project

3) close project tab

4) goes away for 30 minutes

5) clicks the arrows


It forgets which ballot is being answered and assigns votes to the article (and ranker) anyway.

It should retrieve the message ID again based upon the ranker & the article (which should be unique).
