Write release notes in the format of:

Including known bugs at the end.  This will be put on that page (the old text will be moved to a historical page).  The release notes will also be put in the Mac installer.  The top-level headings of the release notes will be put into the newsletter article and email announcement, with links to the release notes page.

We want the members to know what is new in this version, what we expect them to test and how to test. We have to make sure that the process is understandable for the community, especially how to test the showcase.
