A detailed watcher should be droppable as an assignment tile.

When the user takes out the value tile unintentionally, it doesn't stick into a scriptor.  But next time the user picks it up and trys to bring it over to a scriptor, it usually means to put the tile into the scriptor.  The detailed watcher looks like an assignment anyway. 

The possible behavior is:

- when the user drag-out the value tile and drop it (could be near the scriptor), it becomes a detailed watcher (as it does).
- next time the user picks it up, in hand, it becomes droppable into a scriptor as assignment (the look can stay as a watcher).
- if the user drop it onto the desktop again, it stays as a watcher.
