In case unreachable to Squeakland server (not connected because of school's policy for instance), user have bad experience of long wait (>10s in my test environment) before project-info dialog show up everytime even if he doesn't think of saving to squeakland server or tying to show choises for subject/region/target-age.  time-out error is handled gracefully (no error message).
I believe that setting without connectivity is no special and the default behavior needs improvement.
