Dev team discussion:
Pro: kids cannot save their project if that happens, losing work
Con: even after deleting the toolbar can be brought back using alt-enter
Con: this is hard to do by accident, so likely only a one-time problem, kids will learn quickly not to do this 
Risk: low, rather simple to implement
Suggestion: delegate to edu team

PS: if deleting moved the bar to the trash can, it could be easily undone ...
