I actually think that if you simply said "Publish this project to the Squeakland site" instead of "Publish (save) this project" it would help. But then it is still unclear how to save a project locally. 

I like your option 3 if I am understanding it. That's the way I would approach it anyway. Keeping something private until I am ready to publish it is how most other things work (e.g. websites and the like).
