The attached changeset works on Win (and I think that there is no platform dependency there).

The change set provides the fix for the described problem and I think it should be pushed to the stream.  However, there are other ways to delete the tool bar (including try to rotate the bar with the blue handle).  So, eventually we may want to address it, too.
