Attached file deferEvents-bf.1.cs appears to solve the problem as correctly identified by Yoshiki. The solution is somewhat different, I could not use a deferred UI message since this is evaluated within the startup sequence, too.
To test, observe that without this fix, launching Etoys (or Etoys-To-Go which is easier to modify) by dropping a project on the app icon results in the shortened language menu. After applying this fix, saving and quitting, the same procedure works fine.
