Allow admin users, the project author, and the comment author to "scribble" a comment.

This will remove the text from view, replaced by a message saying that it was scribbled.

The WELL uses this system and it's much preferred over editing of comments, since the thread of conversation is often lost when someone goes back and edits their comment.

This allows for on the spot moderation, without adding to the ranking burden by requiring comment ranking.
