This isn't a bug, this is as it was designed.  Names are not unique.  Children change them often, not intending them to be separate projects.  Adults think of filenames as unique, children don't.   We created URIs as a means to stitch together differently named projects that are really the same.  URIs stay constant.

The upside is that children don't create multiple copies every time they change the title of their project (which happens more often than you might think).  The downside is that it makes it harder to create "save as" distinct copies.

There was a showcase issue that addresses this.  I'll link.

As for the other part of this issue, two copies, both private, that sounds like a bug.
