get webdav to trigger project poll

When something is uploaded via webdav from Etoys, get it to trigger the project poll, preferably with just the one file being processed.  We can then make the crontab project poll have a much bigger interval, like one hour, instead of five minutes.

FYI, currently the poll takes 30 seconds.
