Get a circle from the object catalog
Its default diameter is 40.
Open the Viewer  and select category "more geometry"
try to increase the width or length (using arrows or by typing the number) neither work.
try decreasing the width or length, both work and adjust the other by the same amount.

Also tried in scripts and could only decrease the diameter.

Only way to increase the diameter is using the "change size" icon in the halo.
