This is not unique to sliders, but true for almost any rotated object. About the only exception is sketches and polygons. The change in meaning used to be indicated by the handle turning orange from yellow - not sure when we lost this (the handle's bubble help still changes appropriately).

This behavior cannot easily be changed.
