Change an objects scale factor from 1, then when you use the yellow change size icon in the Halo it changes the scale factor (without holding down the shift key).  If the "scale factor"  != 1, then you can't resize using the halo. You can resize changing the width and length tiles in the viewer.

In Etoys 4 and 4.1 RC 1 (tested on Mac OS X 10.6.4
