Projects store their authoring world size. This one is 1024x768.

We run the project at the size it was authored. It is scaled to the window size so you don't notice right away. You can check the actual size in the world's viewer, geometry category.

If the world is smaller than a certain size then a smaller height is used for the tool bar. That's why it looks smaller in the attached project.

To fix the project size, temporarily switch to "no scaling" in the display menu, then select "scale to fit".

So this is not really a bug IMHO, but perhaps there should be a simpler way to reset the project size.
