The 'broadcast' tile in ScratchClientMorph can be executed in the viewer tab, but doesn't work put in a ScriptEditor as a line in a script. 
If a 'broadcast' was executed as a line in a script, the socket stream to the Scratch will be broken until re-connected. 

ScratchClient>>broadcast: should be send message as UTF8 but it doesn't in the current code. I fixed it as the attached code and made sure to work 'broadcast' in a script.
