There has been activity on this issue on the main squeak.org tracker, dating back at least to 2005:

Note that it is marked as "minor" and is still "open".

On that page will be found a fileout with time-stamp "kfr 11/27/2005 01:46"  (!).  

And the Notes on that page would lead one to expect that the bug was fixed (at least for screen depth 32) and published to the main squeak 3.8, or 3.9 at latest, update stream.  However,  a check in an up-to-date Trunk image 7 years later shows the same bug, even with screen depth set to 32.

I tried filing Karl's fileout in to a current etoys image but it didn't fix the problem.
