For better or for worse, the current behavior is the intended behavior, and has been in place for nearly 15 years.  In any case, as Bert mentions, this would not readily changed.  This is probably best considered an issue to re-think in some future etoys or etoys-like system, rather than a bug to be dealt with in the near term.
