This problem only seems to occur for a vertical number line in an x-y plane.

Thing 1
To re-create:
1) get x-y plane from object catalog
2) set vertical number line <min val> to zero
3) In the viewer decrement <max val> by one forever and you will approach 20 but never pass it. (even works with a ticking script to decrement by one)

Thing 2
To re-create:
1) get x-y plane from object catalog
2) set vertical number line <min val> to zero
3) set the <max val> to 13 by typing it into the value in the viewer and 13 becomes 14 (at first I thought the software was superstious, but further testing with other numbers < 20 confirmed 13 was not the only case.

Further testing indicates setting min val to zero has nothing to do with it, seems to be the case for any min val, but I hate to give up my Thing 1 and Thing 2 analogy :)
