As reported by Steve Thomas, attempting to decrease  the "max value" of a vertical number line can lead to strange results.
The attached fileout purports to fix the problem.

Note that attempts to make the overall height of a vertical number line be less than 100 will not be successful, because of inherent minimum size constraints.  Thus, for a very short line, attempts to decrease the max val will result in the entire line's shifting downward in an attempt to honor the max-val request.
