If you want to have two attached watchers show on top of a playfield, you can set the "attachment edge" to "top"
But, they overlap each other.  You can change the offset for each attached watcher to avoid the overlap, but I feel too many steps to do this and it becomes trial and error.  Couple of possible options:
1) When user moves an attached watcher using the "Move" icon in the Halo...
    a) leave it at the position placed
    b) leave it at the X or Y placed (ie: if attached to top, when they move only change X, not Y)
2) When you attach a second watcher to an edge, auto-align the watchers. 
    (ex: if both attached to top, 1st has right edge set to center X-5 and 2nd has left edge set to center X+5
