This tracker uses JIRA 4.0(#466), as it says at the bottom of each Web page. The current version, available from atlassian.com, is 5.1.

Is there an impediment to upgrading?

I ask in part because of issue SQ-1120. (This tracker throws away bug reports if the user is not logged in)
