[Files] Files baseline

Hi,

I just copied Files-CdG.13.mcz into the Files repository - FWIW,
this'll constitute the baseline version for the Files team.

This also means that the Files team hereby kindly requests the v3.9a
team not to patch the Files package anymore, but rather send us bug
reports/patch requests. Yeah, I think I'm a member of both teams, but
the idea is still that we go through the Files team repository for all
subsequent work.
