[Morphic] The Status of TargetSetting

Hi Juan,

I've made a PlainTargetSighting-wiz and uploaded it to
the Mantis report at:

By eliminating the fancy cursor and renaming some
catagories I believe I've made it possible for you to
publish it as a Morphic team decision. 

Once I have and official squeak image with this in
there are other target setting bugs (e.g. for buttons)
I can fix.
