For the record, Universes is under maintenance and in use, and (no
surprise) it achieves all of the properties I mentioned in my opening
email.

One stable universe is already released (3.7), and, if there is no
replacement process by then, I intended to take the lead on making more
stable releases, for whoever wants their code to be in such a release. 
I won't do it for 3.8 though, because my life is insanely busy right
now!
