[Packages] Split-Join

I added Split-Join.

Since Lex seems not to like the idea of running scripts explicitly from 
Universes I have adopted the backdoor route. This leaves us with no 
integration between Installer and Universes, and makes everything quite 
painful to use, but at least it works. It just goes to show that you 
cant stand in the way of progress!

Is an empty package which has a preamble which loads the fix changesets 
from mantis.
