[Release] Installer-Formats pkg includes MczInstaller, SARInstaller

I started a new package

Installer-Formats, and put MczInstaller and SARInstaller in there.

I think this makes sense, it moves them into a maintained package
external to the image and hence transcentent to Squeak/Pharo. They are
now included in LPF enabling any improvements to be distributed. It also
makes the chaotic System category in the image two classes lighter.
