Move Integer>>#printStringAsCents and MessageSend>>#numArgs from  
Seaside-Core to Seaside-Platform so
that Platform tests pass without loading Core. Changed WASqueakPlatform  
class>>#versionString so that it
returns Seaside-Platform version if Seaside-Core is not loaded.
