Currently collection attributes allow merging of the configuration's local
value of the attribute with the inherited value.

The code was left flexible enough to allow all the parent configurations'
values to be merged before then merging in the local changes. I was never
clear if this was desirable, however.

I'm filing this for later in case someone feels like that should be the
correct behaviour.
