Move WriteStream>>#'crlf' from Seaside-Squeak-Core to  
Seaside-Squeak-Platform and add test to Seaside-
Tests-Platform.

* Seaside-Squeak-Platform-jgf.44
If the name should change, we can do that as well. I'm just working toward  
getting existing tests to pass.
