James, I'm not convinced WAHtmlRootTest should move.

We really haven't done what you are doing (loading the tests progressively  
as you
load the individual packages) yet. And I'm really happy that someone is  
doing it
because I'm really keen that it works.

But if WAHtmlRootTest is testing WAHtmlRoot (in Core), there's no point  
moving the
test to a different package just to make it pass. The test needs to be  
fixed properly
so it does pass and I would rather have the test fail until that happens.  
As it is
now, somebody who loaded only the Core would not get WAHtmlRoot tested.

If we're actually deciding that the test case is not testing HtmlRoot, then  
it should
be renamed as well as moved, but otherwise it should stay and fail until  
someone
fixes it.
