[Seaside-dev] lowercase percent encoding

Lukas,

What was the reason for changing the percent encoding to lowercase? I
happen to think it looks better in lowercase so I was happy at first
but I just happened to stumble across this in RFC 3986 (
http://tools.ietf.org/html/rfc3986#section-2.1 ):

"For consistency, URI producers and
  normalizers should use uppercase hexadecimal digits for all percent-
  encodings."

It seems like we should therefore be using uppercase unless you had
some particular reason for using lowercase...
