GemSqueak, if it's NC the Gemstone price tag won't be a problem.
OmniBase if you whine hard enough (if you threaten to pay David for
a license, he'll probably do the port right away ;-)).
Of course, the image is a database. If you build a mechanism to log all
transactions so you can roll back in case the image crashes, it's quite a good
database as well (in case of a web app, you can log all requests; has been
done before). I think you can easily store a couple of hundred meg worth of
data in it.
