It hasn't yet been released (mostly because updating the documentation to
reflect the changes is a fairly big job and one I haven't had time for
yet).

The best way to get it at this point is to grab it from CVS at
sourceforge: see http://sourceforge.net/cvs/?group_id=53430 for
instructions.  The 'dvs' module includes, among other things, a version of
Seaside.st that corresponds roughtly to version 0.94.
