No, the problem is simply that the documentation is out of date.  The
tutorial has more or less kept pace with recent releases, but those design
docs have not.  The general concepts still apply, but the API has not
stayed the same - don't expect any of the code snippets to work
unmodified.  Note also that those code examples and discussions are meant
more for people working on the framework itself than those using it, and
certainly not for newbies.
